Alliance Synergy Group Capital Project Experience
​Music City Center --- Nashville, TN
$600 million, LEED Gold convention center located in Downtown Nashville, just south of Broadway. The Music City Center is a 1.2 million sq. ft. facility spanning a 19 acre site that neighbors the anchor Omni Nashville Hotel and newly renovated County Music Hall of Fame and Museum.
Manager – Diversity Business Enterprise Programs
As member of the Convention Center Authority Project Team, Roxianne Bethune was instrumental in establishing the Diversity Business Enterprise and Workforce Development Programs. Bethune was also responsible for managing the Diversity Business Enterprise (DBE) Program through the project’s five year planning and construction phase. The program implemented a 20% DBE participation goal for what is now the renowned Music City Center (MCC). Upon completion the Music City Center achieved a 29.5% DBE benchmark, a milestone never before reached in the City of Nashville. The Workforce Development Program successes included bringing over 400 workers of varying skill and experience on to the Music City Center Project.
​Riverfront Park & Amphitheater
--- Nashville, TN
$50 million, 1st phase redevelopment of Downtown Nashville’s western riverfront. The former site of a long decommissioned thermal plant that lay vacant for over a decade, that will be transformed into world-class civic space anchored by a state of the art outdoor performance venue.
Sr. Consultant – Diversity Business Inclusion and Special Programs
The 20% DBE participation goal was also vital to the new anchor hotel for MCC, the Omni Nashville Hotel (Omni). As a requirement for receiving Tax Increment Financing (TIF) dollars, Omni modeled the MCC’s program and reported to Bethune who oversaw the entire Music City Center campus initiative. All total both projects achieved and far exceeded the targeted 20% participation, as well as local participation goals.
With proven success on both projects, the City of Nashville’s Minority Caucus Ordinance BL2013-517/September 2013 20% DBE participation goals for all metro procurements. This legislation passed overwhelmingly by the Council of Metropolitan Government of Nashville and Davidson County in September 2013.
As a result of the MCC and Omni’s accomplishment, Nashville has seen many successes and is currently in what is categorized as a building boom. In an effort to show support to the city’s growth and commitment to its DBE’s and local businesses, all projects that receive TIF dollars are required to include 20% DBE and have a local participation goal.
Additionally, the Workforce Development Program - which the city of Nashville launched during the recession in an effort to support employment, as well as valuable training and experience for citizens during the three (3) year construction of the MCC Campus – has since be placed in the city’s Economic and Community Develop office for the purpose of continuing the efforts that begun on the MCC project.

Minority and Small Business Coordinator
Lead evaluation and selection processes for the City specific to the utilization of minority and small businesses on public infrastructure projects, such as; the Water Services Bio-solids facility , District Energy System (steam and chilled water plant that serves Nashville’s downtown core), along with solicitations for Energy Conservation, Environmental Engineering, as well as Financial Consulting/Analysis and Quality Assurance Oversight.
